The same envelope can serve pop-up retail, site offices, or residential conversions; restaurants are simply the most regulation-heavy variant.

Container restaurants in Ontario fall into three rough buckets. They share the same code requirements but they have very different build costs, very different operator profiles, and very different containers underneath. Paul LeBlanc, who founded Van Blanc in 1995 and has spent 19 years in the container trade, puts it plainly: “People walk in asking what a container restaurant costs. The honest answer is it depends which of the three you are building, because the box is the same cheap steel in all three. Scale 1: The 20ft food kiosk
A 20ft High Cube One-Trip container with a serving window, a small prep counter, a four-burner range, a fryer, a counter cooler, and a hood. Cash-only or POS-with-tablet. No seating inside the box. Customers order at the window. Common for ice cream stands at marinas, fish-and-chips at conservation areas, coffee kiosks at industrial parks, and seasonal patio bars at golf clubs. The whole footprint is 160 square feet inside the box.
The container itself is the smallest line on a kiosk build, and it shifts only slightly depending on whether you want grey, blue, or a specified factory colour. The conversion (windows, door, framing, electrical, plumbing, hood, equipment, NSF panels, fire suppression) is the larger share and moves with the equipment grade you choose. Permits and hookups add a smaller fixed layer on top. The hood and the equipment, not the steel, set the total.
Scale 2: The 40ft full restaurant
A 40ft High Cube One-Trip container with a full kitchen at one end, a small counter or seating bar at the other end, and a covered patio outside. Capacity for two cooks and a dishwasher on the line. Three to six counter seats inside, more on the patio. This is the most common standalone container restaurant we deliver in Ontario. Burger joints, taco stands, pizza shops, sushi counters, ramen bars.
On a 40ft One-Trip High Cube the box is still the cheapest element. The conversion, the permits, and the hookups stack on top of it, and the total climbs well above a kiosk because the kitchen is bigger and busier. The variance is driven mostly by hood size, fire suppression complexity, and whether you are running gas or all-electric.
Scale 3: The multi-container concept
Two to four 40ft High Cube One-Trip containers arranged in an L, U, or courtyard layout. One container is the kitchen, one is the bar, one is back-of-house, sometimes one is the cold storage and washroom block. Indoor seating in the centre or on a covered deck. These are the container builds you see at Toronto Stackt Market, Ottawa container villages, and growing now in Hamilton, Kitchener, and Brantford.
Buying the four boxes is the easy part of the budget. The conversion is where a multi-container concept gets expensive, and the finish level is the biggest swing, whether you keep the industrial-look exposed steel or wrap the whole thing in cedar and plaster. Permits, the larger foundation, and the multiplied hookups push the total to several times a single-container build. Plan the project around the conversion and the services, not the containers.
Why One-Trip and not Wind & Water Tight
Almost every container restaurant we have delivered in Ontario started life as a One-Trip High Cube. A Wind & Water Tight (WWT) container is structurally fine, but it has paint chips, surface rust, a dozen patch welds inside, and corner-cast scuffs that the public health inspector and the customers are both going to notice. Spending the extra to get a One-Trip is the cheapest insurance you will ever buy on a restaurant build. The container shows up looking like new. The interior is dry, dent-free, and ready for framing the day it lands.
In what order do you build out a container restaurant?
A container restaurant build runs in a fixed sequence, and the project goes sideways when the trades show up in the wrong order. The framer cannot finish until the rough openings for the hood vent, exhaust fan, makeup air unit, washroom vent, and service window are cut. The electrician cannot land panel until the framer is done. The plumber cannot rough-in until the floor is opened up. The NSF wall panels cannot go up until everything in the wall is final. This is the sequence that works.
Step 1: Container arrives and gets levelled
The container lands on your prepared foundation (gravel pad, concrete footings, or piers depending on permanence). It gets levelled to within 1 cm front-to-back and side-to-side. This matters. A container that is not level will cause your floor drain to back up, your dishwasher to drain wrong, and your fryer to sit at an angle that affects oil safety.
Step 2: Rough openings cut
Service window, customer door, washroom door, kitchen exhaust riser, makeup air intake, washroom exhaust, electrical service entry. All of these get cut with a plasma torch or a magnetic-drive cold saw and reinforced with welded steel angle iron around every opening. Our windows and personnel doors guide walks through the welded-frame detail. Anyone telling you they will cut with a grinder and skip the angle iron is cutting corners. The corten steel of a shipping container is structural. You take out a window opening and put nothing back, the wall starts to oilcan and the door frames go out of square.
Step 3: Electrical service and rough-in
A full kitchen container typically needs 200 amp 240V single-phase service. A multi-container build usually needs 400 amp split into two panels. The electrician lands the panel, runs all branch circuits inside steel conduit (not romex, inspectors in Ontario will fail a romex install inside a container), and roughs in for hood lights, makeup air controller, fire suppression panel, fryer, range, grill, fridge, freezer, dishwasher, water heater, and POS.
Step 4: Plumbing rough-in
Three-compartment sink for wares, separate handwash sink (mandatory and physically separate from the prep sink under Ontario food premises rules), prep sink, mop sink. A floor drain in the kitchen area is preferred but not always required by your specific Public Health Unit (ask early, this varies by municipality). Hot water tank sized for at least a 45-degree minimum holding temperature with enough capacity for the warewashing volume. Grease interceptor under the three-compartment sink. Backflow preventer on the supply line. Septic or municipal sewer connection at the back.
Step 5: Hood, exhaust, and makeup air
This is the most expensive single line item in a container restaurant. A Type 1 grease hood for cooking that produces grease-laden vapours (range, grill, fryer, charbroiler) for a 4ft to 8ft hood. The exhaust fan. Fire suppression (ANSUL R-102 or equivalent wet chemical system tied into a gas shutoff and a manual pull station). Make-up air is mandatory in any commercial kitchen that has a hood removing more than about 400 CFM. The makeup air unit costs more when you need a heated unit for winter operation, and in Ontario you do. The installed hood-and-vent system is consistently the single largest line on the build, driven by hood size, the fire suppression package, and whether the makeup air is heated.
The hood vent has to terminate at least 10 feet from any property line and at least 10 feet from any air intake (including your own makeup air intake). It has to discharge upward or horizontally with a NFPA-96-compliant terminal. Anyone telling you they will just cut a hole in the side and put a 12-inch dryer vent up has built you a fire hazard, not a restaurant.
Step 6: Framing, insulation, vapour barrier
Steel stud framing on the inside of the corten walls. Closed-cell spray foam insulation (R-20 to R-24 in the walls, R-30 to R-38 in the ceiling) sprayed onto the steel. This handles thermal bridging, condensation, and the noise of rain on the metal roof. The temperature delta between a -25C January and a +35C August will hammer any container envelope that has not been vapour-controlled. We have seen first-build container restaurants in Ontario drip from the ceiling in the third week of operation because they skipped the vapour barrier.
Step 7: NSF wall panels, flooring, ceiling
Fibre-reinforced plastic (FRP) panels on the walls, NSF-certified, sealed with NSF-listed silicone at every seam. Quarry tile or smooth epoxy on the floor with cove base up the wall 100 mm for cleanability. NSF-rated ceiling panels (or sealed drywall with food-grade paint, depending on your inspector’s preference). The seams matter. The inspector will run a fingernail along the silicone bead at the floor-wall junction looking for gaps where moisture could pool and bacteria could colonize.
Step 8: Equipment install and commissioning
Range, grill, fryer, fridge, freezer, prep tables, dishwasher, water heater, mop sink, handwash sink, three-compartment sink. Hood gets tied into fire suppression. Gas piping gets pressure tested. Electrical gets megger-tested. Plumbing gets pressure tested. Fire alarm and CO detection get commissioned. Then the inspections start.
Common build-sequence mistake we see
Buyers try to save money by cutting the rough openings AFTER the framing is done. The framer leaves wood-blocked openings, then the steel guy comes back to cut. The grinder sparks set the spray foam on fire. It happens. Order the rough openings cut BEFORE anything goes inside the container. Steel work first, framing second. Always.
What does a public health inspector check in a container restaurant?
A public health inspector checks a container restaurant against the same food-premises standards as any storefront kitchen. Your local Ontario Public Health Unit inspector is going to do a pre-opening inspection. They are not trying to fail you. They are trying to confirm 11 things. If all 11 check out, you get your permit to operate. If any one fails, you fix it and they come back. Here is what they are checking, in roughly the order they walk the kitchen.
1. Handwash sink location and supply. They want to see a dedicated handwash sink with hot and cold running water, soap dispenser, single-use paper towels. The sink must be in or immediately adjacent to the food prep area. Not in the washroom. Not in the dish pit. A separate, dedicated handwash sink.
2. Three-compartment sink and warewashing setup. Either a three-compartment sink for wash-rinse-sanitize or a commercial dishwasher that runs hot enough (71C minimum final rinse) or sanitizes chemically. They will ask to see the test strips for sanitizer concentration.
3. Refrigeration thermometers. Every fridge and every freezer needs a working thermometer visible to staff. Fridges 4C or below, freezers -18C or below. They want to see the thermometers and they want to know how staff are logging temps.
4. Hot holding and cold holding capacity. If you are running buffet items or pre-prepped foods, your hot hold has to keep food above 60C and your cold hold below 4C. The inspector might bring a probe thermometer and test your steam table or fridge during the inspection.
5. Surfaces and seams. Walls, floors, ceilings, prep tables. Smooth, non-absorbent, durable, easily cleanable. Sealed seams. No exposed wood in food prep areas. No exposed insulation. No fabric porous to grease.
6. Hood, exhaust, and fire suppression. They will look at the hood permit, the fire suppression certificate, and the most recent service tag on the ANSUL system. If you have not had your fire suppression inspected and certified by a licensed contractor, you do not open.
7. Pest control and waste management. Sealed garbage cans, lids, scheduled pickup. No gaps under doors or around utility penetrations where rodents could enter. If the inspector sees a half-inch gap under your service door, that is a fail.
8. Washroom for staff. Either inside the container or in a connected unit. Hot and cold water, soap, paper towels, sign reminding staff to wash hands. Separate from the food prep area.
9. Food safety training certification. At least one certified Food Handler on each shift. They will ask for the Food Handler card or training certificate.
10. Water and waste handling. They want to know your water source (municipal preferred, but well or hauled tank is allowed with extra testing requirements). They want to see your wastewater plan (municipal sewer, septic, or holding tank with documented pump-out schedule).
11. Operating procedures and HACCP-aligned protocols. Cleaning schedule posted, sanitizer concentration logged, allergen procedure documented, employee health policy in place. They are looking for evidence that you have a system, not just a kitchen.

What foundation and utility hookups does a container restaurant need?
A container restaurant needs a level foundation (gravel pad, concrete piers, or a slab) plus water, waste, and electrical hookups, and the hookups are where first-time operators get surprised. The container itself is straightforward. The conversion is well-understood. The thing that catches first-time container restaurant operators in Ontario is the foundation and the utility hookups. Three patterns we see across the province.
Pattern A: Owned land, municipal services, easy build
Operator owns a small lot in a serviced commercial corridor. Water tap is available at the curb. Sewer is available. Electrical service is a Hydro One or local utility hookup with a transformer already at the road. Gas is at the property line if you are running propane or natural gas. This is the easiest scenario. Foundation is six concrete piers or a slab. Permits are straightforward. The hookup and foundation layer is the lowest of the three patterns because the services are already at the lot line and the foundation is simple.
Pattern B: Leased pad, shared utilities
Operator is on a leased pad inside a container market, a brewery courtyard, or a seasonal pop-up location. Water, sewer, and electrical come off the host site’s mains with separate sub-meters. The operator’s exposure here is the meter installation and the tie-in fees, which are usually modest because the host site already carries the mains. Lease costs are separate.
Pattern C: Rural location, no services, hauled water
Conservation area, marina, golf course on rural land. No municipal water. No sewer. Power is the only easy thing because Hydro will run a service drop. You will need a potable water holding tank, a wastewater holding tank with a documented hauler contract, and propane for cooking. Your Public Health Unit will want extra documentation. The foundation, services, holding tanks, and propane stack are the most expensive of the three patterns because you are building the utilities a serviced lot already has, plus ongoing pump-out costs once you open.
The one piece of advice we give every operator before they sign the container deposit: confirm your water, waste, and power plan for the exact spot the box will sit before you commit to the site. Which container size and grade is best for a restaurant?
The best container for an Ontario restaurant is a 40ft One-Trip High Cube, and the most common one we deliver to restaurant builders is exactly that. Here is why each of those specs matters.
40ft length. A 20ft container is fine for a kiosk with no seating, but a 40ft is a real working kitchen. You can put a 4-foot grill, a 6-burner range, a fryer, a 48-inch undercounter cooler, a 24-inch reach-in freezer, a prep table, a three-compartment sink, a handwash sink, and a service counter inside a 40ft. High Cube. A standard container is 2.59 m external height (8’6″). After you drop a 100 mm spray foam ceiling and a 4-foot Type 1 hood, you have about 1.85 m of usable headroom. One-Trip. A Wind & Water Tight (WWT) container looks cheaper at purchase, but it costs you two weekends of grinding, patching, repainting, and de-rusting before the framer could start. By the time you add that labour, the WWT route usually costs more than the One-Trip would have. And the inspector still raises an eyebrow at the visible repair welds inside the walls. One-Trip arrives clean, dry, dent-free, and ready for trades to start the next morning. The hood-and-vent line is the single biggest variable. A small electric kitchen with no fryer and no charbroiler can get by with a lighter Type 2 hood. A full gas line with a 6ft Type 1 hood, suppression, and heated makeup air for winter operation costs several times as much. Decide your equipment list before you commit to your hood spec, not after.
What do first-time container restaurant operators wish they knew?
First-time container restaurant operators in Ontario consistently wish they had planned for four things: winter heat loss, the noise of steel, the grease-trap pump-out schedule, and the simple fact that the container outlasts the business inside it.
Winter operation matters. A 40ft container in February will lose heat fast through any uninsulated penetration. Spec your hood makeup air with a heating element. A cold makeup air dump straight onto the line will make your cooks miserable and your fryer oil flash colder than the recipe expects.
Noise carries. The corten steel rings. If you are running a busy kitchen with a hood at 600 CFM, the acoustic environment is brutal until you put the spray foam and the wall panels up. Plan for a temporary acoustic ceiling during the trade phase if you have crews working overhead.
Grease trap pump-out schedule. A small grease interceptor needs pumping every 60 to 90 days under normal volume. A busy lunch service may push that to every 30 days. Build the recurring pump-out into your operating budget and line up a hauler before you open.

Can you use a Wind & Water Tight container instead of One-Trip?
You can, but we do not recommend it for restaurants. A Wind & Water Tight (WWT) container is the grade just below cargo-worthy: weather-tight and rodent-proof, but it carries surface rust, patch welds, and paint variance. It is cheaper to buy, but it costs 30 to 60 hours of labour in patching, grinding, repainting, and rust treatment before trades can start. By the time you account for that labour, WWT usually ends up more expensive than One-Trip, and the inspector still notices the repair welds inside the walls. For a food build where surfaces have to read clean, One-Trip is the cheaper grade once the whole picture is counted.
Can I run the restaurant on propane instead of natural gas?
Yes. Propane is the most common fuel for container restaurants in Ontario because rural locations and pop-up sites often have no natural gas service. The propane install is straightforward: a TSSA-licensed gas fitter sets the tank pad, runs the line through a regulator, lands at your equipment connections. Plan your budget for the full gas stack, including a 420lb or 500lb tank.
Can a container restaurant be moved to a new site later?
Yes. A 40ft container restaurant can be disconnected from its services and trucked to a new Ontario site, which is something a built-in-place restaurant cannot do.
