What does container fumigation for export actually involve?
Container fumigation for export breaks into two completely separate jobs. The first is treating the wood packaging inside the box (pallets, crates, dunnage) to ISPM-15. The second is gassing the loaded container itself when the cargo or destination demands it. Different regulators, different certificates, different timelines, and you may need one, the other, or both.
Almost every first-time exporter walks into our Brantford yard with one fumigation question rolled into the other. They are not the same procedure, the same regulator, or the same certificate. Untangle them before you load a single skid.
Fumigation one: the wood packaging itself. Pallets, crates, dunnage, blocking, and bracing inside the box. Over 80 countries require the IPPC stamp on every piece of wood that crosses their border.
Fumigation two: the loaded container and its cargo. Heat treatment is the dominant route in Canada for environmental and operational reasons. What the mark has to show
The IPPC stamp is the only thing customs at the destination port looks at. It must include four pieces of information, burned in or stencilled on at least two opposite sides of the piece:
- The IPPC logo (the wheat-sheaf circle)
- The country code (CA for Canada)
- The CFIA-issued facility registration number
- The treatment code (HT, KD HT, DH, or MB)
If even one of those is missing or illegible at destination, the entire load can be refused entry, re-exported, treated at the importer’s cost, or destroyed. Methyl bromide is the heavier-duty fumigant. It penetrates cargo quickly, kills a broad pest list, and is the default for many Australian and Asian destination requirements. The catch is exposure risk: methyl bromide is acutely toxic and on the Montreal Protocol controlled-substances list. IMO MSC.1/Circ.1265 effectively limits methyl bromide container fumigation to port facilities; in-transit fumigation with methyl bromide is not permitted because the gas cannot be safely managed at sea. Ventilation and a gas-free certificate from a licensed pest-control operator are required before the box is opened.
Phosphine (PH3, hydrogen phosphide): the in-transit option
Phosphine is released from aluminium-phosphide or magnesium-phosphide tablets or sleeves placed inside the loaded container. It works slower than methyl bromide, typically over 5 to 10 days, which makes it the natural choice for in-transit fumigation on a multi-week ocean voyage. Phosphine is the only fumigant the IMO recommendations allow for in-transit container fumigation. The June 2025 update to MSC.1/Circ.1264 added a recommendation to use protective sleeves rather than loose tablets so the residual hazard at discharge is reduced. The downside is fire and ignition risk if phosphine contacts water, and the same toxic-exposure exposure profile as methyl bromide.
From the exporter’s side of the desk, the choice is rarely yours alone. It is dictated by destination authority requirements (Australian DAFF, China GACC, Indian PQ, EU plant-health) and by the carrier’s policy on in-transit fumigated boxes. What MSC.1/Circ.1265 actually requires on a fumigated box
- Warning sign affixed to each access door, a black-on-white or red-on-white rectangle showing the international “FUMIGATED” warning, the fumigant name (METHYL BROMIDE or PHOSPHINE), the date and time of application, and “VENTILATED ON [DATE]” if gas-free.

- Is there visible residue along the floor channels or door header? Open both doors fully, walk inside with a flashlight, and look at the corners. Sweep clean before the box leaves the yard.
- What was the last cargo? Honest disclosure is the brand and is also the most practical food-safety signal. Rice, cocoa, hides, raw cotton, and certain dried foods are the cargos most often phosphine-treated. The depot or operator should know.
None of this is a reason to avoid used boxes for non-food storage.
