Most used 20ft and 40ft units sold across Ontario carried something between manufacture and resale, and sometimes prior cargo left a film on the walls, a floor stain, or a smell that does not air off. Chemical decontamination is the structured removal of organic and inorganic residues from a container interior using cleaning agents, controlled contact times, mechanical agitation, and verified rinses. It sits between a broom-sweep and a CFIA food-grade conversion. The broom-sweep handles dry dust. CFIA conversion is a full coatings regime for consumables storage. Chemical decon is the middle layer: petroleum residue, hydraulic-oil splash, solvent staining, paint overspray, light industrial film, and unidentified smells that need to leave before the box becomes a workshop, tool crib, or backyard storage shed.
Three Canadian frameworks govern the work. WHMIS 2015 is the federal hazard-communication standard that aligned Canada with the Globally Harmonized System and dictates how every cleaning chemical is labelled and documented with a Safety Data Sheet. CSC plate and inspection sticker history. Last loading location stencil if present. Patches on the floor where something leaked. Off-gas test: open doors, stand back five feet, breathe in for two seconds. If your eyes water, the box is borderline. Stain pattern: round darker patches are usually oil or hydraulic fluid; long streaks are water-carried; uniform discolouration is age and oxidation, not contamination. Smell: petroleum is sweet and persistent, chlorinated solvent is sharp and goes for the sinuses, mildew is wet and cold. Visible crystalline residue is usually salt or ammonia byproduct, both rare.

What are the stages of chemically decontaminating a shipping container?
The three-stage chemistry of container decontamination is degrease, sanitize, then neutralize, run in that fixed order because each stage prepares the surface for the next. Reversing the order wastes chemistry and creates pH conflicts that leave streaks the customer sees six months later when the box dries out.
Stage one is the degreaser. Standard kit is an alkaline industrial detergent, typically a butyl-glycol-ether-and-sodium-metasilicate formulation diluted to manufacturer spec. The job is to lift oil, grease, hydraulic fluid, and the polymer film prior cargo leaves on steel walls. Alkaline chemistry cuts non-polar contamination the way dish soap cuts pan grease, at industrial concentration with mechanical agitation from a low-pressure sprayer or long-handle floor brush. A typical 20ft interior takes 4 to 6 litres of working solution to coat all surfaces including the roof underside.
Stage two is the sanitizer. After the degreaser lifts bulk contamination and is rinsed off, a sanitizing pass kills any biological load. Standard choice is quaternary ammonium at 200 to 400 ppm, or for higher-spec work a stabilized oxidizer such as accelerated hydrogen peroxide at 0.5 percent. Quats are easier to dose, easier to rinse, easier on the operator. Oxidizers hit a wider biological spectrum but require longer rinse and closer ventilation control.
Stage three is the neutralizer. Alkaline residue from the degreaser and quat residue from the sanitizer leave the steel surface slightly basic, which interferes with paint adhesion if the box is moving to a pre-paint cycle and causes white-streak ghosting on the floor as rinse water dries. The neutralizer is usually a mild dilute organic acid, commonly citric acid at 1 to 2 percent, that brings the pH back to neutral. It also doubles as the first rinse of the triple-rinse cycle.
Why not skip the neutralizer
Buyers ask whether the neutralizer is overkill on a non-coated container. It is not. On bare Corten weathering steel, residual alkalinity from the degreaser pulls atmospheric moisture and creates condensation under tarps during winter storage. Units cleaned without the neutralizer show wet patches inside the closed box six weeks later. A dilute citric-acid pass costs almost nothing in materials and time against a winter callback, so the neutralizer step always earns its place.
How long should cleaning chemistry sit before you rinse a container?
Dwell time is the period the cleaning chemistry stays in contact with the container surface before rinsing. It is the most-skipped step because it does not look like work. The operator finishes the spray pass, the surface is wet, the temptation is to rinse and move on. Skip the dwell and the chemistry never does what the manufacturer designed it to do.
CCOHS documents typical dwell times for industrial cleaners in the 5 to 30 minute range depending on hazard class. For container decon on petroleum and light industrial residue, 10 minutes per stage is the working number, and what most sanitizer manufacturers list on SDS Section 7. EPA testing for non-refillable pesticide containers, the closest published analogue, shows triple-rinse plus dwell achieves 99.99 percent residue removal. The dwell gets you the last two nines.
Cold weather changes the math. At yard temperatures below 5 degrees Celsius the reaction rate slows roughly by half per 10 degree drop, so dwell extends proportionally. We run winter decon in a heated bay at 12 to 15 degrees, or add 5 minutes per stage. The chemistry gets the same chance to work in February as in July.
How do you verify a shipping container is actually clean after a triple-rinse?
Verifying a clean container interior is a measured step, not a glance. The triple-rinse is three separate rinses, and EPA testing shows one rinse removes around 90 percent of residue, two rinses around 99 percent, three rinses 99.99 percent. The math compounds: each rinse dilutes what the prior rinse left rather than removing a fresh percentage. Skipping the third rinse looks like 1 percent more thoroughness and is actually 99 times more residue on the surface.
Each rinse uses clean water at moderate volume from a low-pressure wand. High-pressure rinsing aerosolizes contamination and drives droplets into corrugation seams where they re-deposit. The Wall Wash Test protocol on chemical tankers codifies the same principle: gentle volume, repeat passes, sample between passes.
Verification has three components.
- Visual. Floor shows consistent colour with no patches or streaks; walls show no beading or runs as they dry.
- pH strip. A wet pH strip pressed against the floor reads 6.5 to 7.5. Above 8 means alkaline residue remains; below 6 means citric acid residue. Both need a fourth rinse.
- White-pad wipe. A clean white microfibre pad rubbed firmly across one square foot of floor and one square foot of wall. Pad should come up cream-coloured at worst. Brown transfer means residue remains.
If any of the three fails, the container goes back through the relevant stage. We do not “let it dry and see.” Drying a partially cleaned interior bakes residue into the surface and makes the next attempt harder. PPE, respirator cartridges, and the Level C reality
Working inside a closed steel box with heated alkaline degreaser and quat sanitizer puts the operator in a vapour-concentration scenario no outdoor cleaning task duplicates. PPE has to match.
Standard kit on the Brantford yard
Full-coverage chemical-resistant coverall, typically Tyvek 400, hood up and taped to the respirator seal. Nitrile gloves to the elbow, chemical-rated, doubled if work runs over two hours. Rubber boots, chemical-rated, with coverall leg over the boot top so liquid runs outside not inside. Full-face respirator with organic-vapour and acid-gas cartridges, replaced per manufacturer change-out (typically 6 to 8 hours of use or any time the operator smells through them). Triple-rinse keeps solids low. Oil and grease are the variable: a container that held a leaking hydraulic line gets a separate oil-water separator pass before rinse touches the floor drain.
For higher-risk decon, the rinse becomes regulated waste. When a container is past chemical decon and needs to go to scrap
Some used containers are past chemical decontamination and belong in the scrap or floor-replacement queue, not the cleaning queue. Reading them out early saves the customer money and saves us the embarrassment of selling a unit that smells in May after curing through April. The signals are consistent.
The “do not bother” pattern
Marine plywood floor darker than surrounding wood by more than two shades across a third or more of the floor is contaminated in depth, not on surface. No triple-rinse touches what soaked in two years ago. Floor replacement on a 20ft is roughly 14 sheets of 4 by 8 marine ply plus labour and the maths usually do not work versus a different used unit. Smell that does not weaken after 48 hours of doors-open ventilation in summer heat. Chemical burn marks on steel: bare metal patches surrounded by dark halos, sometimes with original paint blistered outward, meaning a strong acid or base sat against the wall and the steel is compromised.
